Logistics Specialist IV

                                                                   

Introduction:

The Logistics Specialist IV acts as focal point and strategic adviser on import/export matters, providing accurate and consistent interpretation of import/export regulations. Maintains and performs overall customs compliance procedures to ensure that Toshiba Global Commerce Solutions (TGCS) operates in conformity with global trade rules and regulations. Develops and deploys standardized policies, processes and best practices on customs compliance to ensure compliance with customs and other applicable government agency regulations worldwide. Classifies products and raw materials with the appropriate Harmonized System (HS) product classifications to comply with import & export regulations.

 

Responsibilities:

  • Manages the company's customs compliance and duty management process to ensure timely customs exports / imports
  • Ensure timely clearance and delivery of import cargo by monitoring all air, ocean, or other modes of shipments through U.S. Customs
  • Develop standard operating procedures and best practices which assist in the importation and exportation of technology components and systems
  • Acts as focal point and strategic adviser on import/export matters, providing accurate and consistent interpretation of import/export regulations
  • Provides guidance, information and advice regarding import product classification matters- Schedule B numbers and HTS classification, tariff classification, country of origin determination and trade agreement compliance
  • Manages statements to ensure all duties are paid on behalf of TGCS
  • Monitors regulatory & legislative changes within the technology and retail industry to ensure the company is providing up-to-date information to industry trade organizations, as well as taking advantage of all available programs
  • Audits commercial documents, applies proper harmonized tariff schedules for accurate duty assessment and to ensure proper government importing requirements are met
  • Support the strategic development, delivery and execution of a standardized compliant international trade compliance process
  • Ensure import/export shipments conform to governmental rules and regulations by managing appointed customs brokers, freight forwarders, manufacturing sites, warehouse and distribution centers, etc.
  • Responsible for the handling of all aspects of the Customs Departments responsibilities including the areas of Customs Compliance & ISF filing, Traffic, Canadian Customs and Traffic Issues, and Export administration
  • Manage/support problem resolution of trade compliance issues
  • Assign / review global Harmonized Tariff Codes (HTS) Update / review Oracle Global Trade Management (GTM) master data and service provider regular database updates
  • Resolve issues and contributes to company performance by responding to changing product developments, manufacturing network changes and distribution needs
  • Leads / facilitates projects as needed
  • Coordinates and verifies import and export orders by interfacing with key staff in Engineering, Operations, and Marketing to verify product weights and volumes
  • Develop, maintain and regular review / audit / updating of compliance related processes and procedures
  • Manages and executes duty minimization strategies and cost avoidance initiatives (e.g., duty drawback, tariff engineering, preferential trade programs)
  • Support compilation of data for various weekly, monthly, and annual reports.

 

Required Skills:

 
  • Bachelor's Degree in Business Management, Supply Chain Management, International Business/Trade, or equivalent experience
  • 5+ years' experience in Global Logistics and Customs Compliance
  • Demonstrated experience in U.S. Customs regulations, Trade & Customs regulations
  • Understanding of supply chain, logistics and manufacturing process
  • HTS Classification Code definition / application experience
  • Work experience with proven proficiency filing NOM letters, import declaration (e.g. pedimentos)
  • Work experience with proven proficiency filing ATA Carnet documentation
  • Excellent analytical and problem-solving skills and the ability to identify very complex problems, review related information, develop and analyze options, and recommend solutions
  • Business and project management experience in a corporate setting
  • Basic skills on standard software (e.g. MS Office (Excel, PowerPoint, Word, Outlook etc.))
  • Knowledge of Incoterms
  • Ability to work under stress in a fast-paced environment
  • Ability to work independently and cross-functionally

 

Preferred Skills:
  • Familiarity of Oracle (Global Trade Management, Supply Chain, Shipping, OBIEE)
  • Extensive experience with filing protests, binding ruling requests and other correspondence with U.S. Customs
  • Cost accounting knowledge
  • Familiarity with plant operations, process flow and equipment in a manufacturing environment
